POSITIVE DEVIANCE AND CHILD MARRIAGE BY ABDUCTION IN THE SIDAMA ZONE OF ETHIOPIA

Abstract This dissertation uses Positive Deviance (PD) to understand child marriage by abduction in a community in the Sidama Zone of Ethiopia. Marriage by abduction occurs among the poorest 10% of the Sidama population and entails the kidnapping of girls between the ages of 10 and 14 for forced genital circumcision, rape and marriage. PD is a problem solving approach that mobilizes a community to uncover existing yet unrecognized solutions to solve the specific problem. This study, which entailed an examination of the evolution of marriage norms among the Sidama as well as an analysis of the underpinnings of marriage by abduction, discovered that some community members practice behaviors and strategies that can prevent child marriage by abduction. The results support PD application to this specific form of child marriage as well as the practice as a whole, offering an alternative to traditional behavior change methodology. አዲስ አበባ ፣ ጥቅምት 1፣ 2007 (ኤፍ.ቢ.ሲ ) ኢትዮጵያ ከቡና ምርቷ የተሻለ ተጠቃሚ እንዳትሆን የሚያደርጉ ማነቆዎችን ለማስወገድ ከባለድርሻ አካላት ጋር በቅንጅት  እየተሰራ መሆኑን ግብርና ሚኒሰቴር አስታወቀ። በሚኒስቴሩ የቡና ሻይና ቅመማ ቀመም ዳይሬክተር አቶ ፍቅሩ አመኑ ለፋና ብሮድካስቲንግ ኮርፖሬት እንደተናገሩት በህገ ወጥ መንገድ ከሃገር ሾልኮ የሚወጣ፣ ከአካባቢ  አካበቢ የሚፈጠረው የዝርያ መቀላቀልና ህገ ወጦች ህጋዊ ነጋዴዎችን ከገበያ እንዲወጡ ማድረግ ከማነቆዎቹ ጥቂቶቹ ናቸው። ዳይሬክተሩ እነዚህ ችግሮች በተለይም ቡና አብቃይ በሆኑ ምስራቅ ወለጋ፣  ሃረርጌና ቤኒሻንጉል ጉሙዝ አካባቢዎች ሚኒስቴሩ ባደረገው ምልከታ መስተዋላቸውን ተናግረዋል። የመን ከሃረርጌ ሾልኮ የሚወጣውን  ሞካ የተባለ ቡና የራሴ ነው ብላ በሳውዲአረቢያ ለገበያ ማቅረቧ እና በቤኒሻንጉል ጉሙዝ የሚወጣው ቡና ደግሞ ደቡብ ሱዳን ገበያ ላይ ይውላል የሚል ግምገማ መኖሩን ገልጸዋል። ይህንን ችግር ለማስወገድ የግብርናና ንግድ ሚኒስቴሮችን ጨምሮ ከቀበሌ እስከ ፌደራል በበጀት የተዋቀረ ግብረ ሃይል መዋቀሩን ጠቅሰዋል። በመጪው ህዳር ወር በደቡብ ክልል አዘጋጅነት በሚከበረው በቡና ቀንና በተለያዩ አጋጣሚዎች ህብረተሰቡ እንዲህ አይነት ህገ ወጥነትን በጋራ እንዲከላከል ሰፊ ግንዛቤ የማስጨበጡ ስራ ይከናወናል ብለዋል። ዘንድሮ  በቡና ከለማው  850 ሺ ሄክታር መሬት ከ6 ሚሊየን ኩንታል በላይ ምርት ይገኛል ተብሎ ይጠበቃል። ባለፈው አመት 5 ሚሊየን ኩንታል የሚጠጋ የቡና ምርት መገኘቱን ዳይሬክተሩ አቶ ፍቅሩ አመኑ ተናግረዋል።

It is one of Africa’s fastest-growing economies, with near double-digit GDP growth over the past decade and large-scale infrastructural development. Ethiopia’s geostrategic significance is built on a base of relative stability in a volatile region, enabling it to foster international partnerships on development and regional security. But its largely rural population remains poor, and images of drought, famine, poverty and war from the 1970s and 1980s have endured in the popular imagination around the world.
