During the last lap meeting with local investors before the scheduled July 3, 2016 inauguration of Hawassa Industrial Park, Arkebe Oqubay, board chairman of the Industrial Parks Development Corporation, cut the size of modalities for entry of local investors.
At the meeting held on June 23, 2016, the Ethiopian Investment Commission (EIC) presented a model feasibility study to local investors, followed by a case by case question and answer period with those who bought and submitted the bid document.
The investors, who were caught by surprise in what took place at the meeting, called for a consultative meeting on the way forward.
"This is inconsiderate of the real price range of products, labour average salary, production area usage, investment and production cost," one of the bidders commented on the model feasibility study.
Following the case by case assessment, the Chairperson gave a green light to four while advising two to make minor adjustments. Two others could not meet the criteria and were not approved.
The companies that got the opportunity to make improvements before being awarded a place in the park the award were the eight that made offers at the bid for Hawassa Industrial Park released by the Commission for the final and third time last month.
"It sounds like a fast and hard rule, from the officials, giving not so much room for alternatives," said another participant, who managed to pass the evaluation.
Arkebe took command of every step, and was firm in issuing an ultimatum to those companies he had advised to make certain adjustments.
"If only you can make the changes recommended, do so and submit the final proposal by Tuesday, June 30," he asserted authoritatively.
Those who easily withstood the scrutiny were Selina Trading Plc, Akaki Textile Factory, Quaderant Plc and Getachew Aynalem Plc.
Selina Trading, a company that is not new to the industry, still holds tight in its offer. Selina is in the business of importing textile raw materials like yarn and zippers for local manufacturing factories and has been representing foreign companies as an agent to export textiles and garments from the local manufacturers since 2009.
Akaki Textile Factory has roots going all the way back to 1972 when it was established by Emperor Haile Selassie. It was the country's only national military cloth manufacturer up to 1996. Three years after its privatisation in 2006, it manufactured military cloth for the US in 2009.
Its age and track record may contribute to the company's confident claim that nothing is too big for Akaki since it already is able to manage two factories, according to its owner and Managing Director, Getachew Biratu. Akaki also owns G.G. Super Garment Factory located in Debre Zeit,
The third company, Quaderant Investment Group S.C., made the highest offer of the eight, taking a shot at two 5,500sqm sheds, with no experience in the textile sector but with over six years' experience on the logistics service networks with international giants. It plans to construct a 120 million Br bottling factory in Bishoftu. They have not yet decided which of their three proposals will be applied to the Hawassa Park.
Three of the eight that originally made offers for space in Hawassa Park actually went down from their high horse and settled for beginning investment on 2,750sqm.
These companies, KJ General Trading, Nasa Construction Materials Equipment Rental Plc, Aster Getachew Construction Equipment Rental Plc, along with Getachew Aynalem Plc went down for the new offer of 2,750sqm.
KJ, a company established in 2009 and located in Hawassa, has a flour factory and also operates a coffee export trading business under it. The owner of the business, Kedir Bargecho though with no experience in the textiles and garments industry and limited experience in coffee export, relied on impressive growth from humble beginnings as an assurance for obtaining success in the Hawassa Industrial Park.
Nasa Construction Materials Rental Plc, which began operations in 2011, started the year with different plans for next year, setting its eyes on waste water management and raised floor construction of new buildings. However the company shifted its interest to the smallest area, originally the offer was for the whole size of the shed.
A company also involved in construction equipment rental, Aster Getachew, which started business seven years ago was the first one to ask about the possibility of leasing a smaller shed, even before the announcement. This company claims to have the benefit of contacts in the foreign market network of the industry, according to its General Manager, Aster Getachew, a former employee of Ethiopian Airlines.
Last week's meeting was the first time it was communicated to the local investors that they could settle for half the space they initially sought - a new scheme developed to accommodate the limited local capacity evidenced in the business proposals.
Arkebe was blunt in telling Ethnic Fashion Plc and Lovegrass Agro Processing Plc that they were not ready to take the huge leap.
Ethnic Fashion, a new textile and garment factory planned to be constructed under the title East Africa Synthetic Yarns, has been dropped for equity mobilisation unlikelihood. However, Fortune learned that the company has no interest in accepting this decision, setting its offer to other industrial parks yet to be constructed as was suggested by Arkebe.
Lovegrass, which is still being established accepted the recommendation to move its offer to the Debre Berhan Industrial Park, stating that entering into an Agro Processing Industrial Park would be more convenient.
The contenders had various views on the rationale raised to tell them they were unfit.
"I was not ready for such intense and one-way communication on our feasibility; it was unusual and surprising," said Marta Z. Amde, one of the bidders, who was dropped.
At the bid opening held at the Commission's meeting hall on May 31, bidders were told that results would be communicated in two weeks time.
The model feasibility study too was a surprise giving some a whack on the head that led to their reconsideration of business plans they had submitted more than two weeks earlier.
"Where the Commission comes from sets unrealistic expectations," said Sentayehu Teshome, deputy manager of Nasa Construction. "We just want to give it a try on a smaller scale and see how it unfolds."
The tailored study was prepared in two weeks time and was carried out in a similar timeframe by five individuals - three from the Development Bank of Ethiopia (DBE) and one each from the Ethiopia Textile Industry Development Institute (ETIDI) and the Commission.
A source close to the process of developing the feasibility study but who wished not to be named also admitted it was done at short notice and therefore not done in the best possible manner.
Responding to the challenges presented from the audience, Belachew Mekuria, deputy commissioner for industrial parks at the Commission said that it was a mere draft open for comment and adjustment.
The study concluded that business can flourish if locals invest on 5,500sqm shed with initial capital of 138 million Br and can achieve a production capacity of 7.32 million pieces per year generating 54 million Br turnover per annum.
Local investors disagree. The road to their attempts to come on board has not been easy.
The first two rounds got none and only two interested parties, respectively, for the Hawassa sheds.
The third bid floated by the Commission was held six weeks ago. The final verdict on those interested in parks other than Hawassa is yet to be given by the Commission.
Come Tuesday, those who were given a green light and those advised to reconsider are all expected to confirm that they had made the recommended adjustments.
Only those who do so will be part of the official inauguration On July 3, 2016, six months later than the timeline originally set.

ማእከሉ በተያዘለት ጊዜ እንዲጠናቀቅም የሚመለከተው አካል ሁሉ በትኩረት እንዲንቀሳቀስ ፕሬዚዳንቱ ጠይቀዋል።
ከ1 ቢሊየን በላይ ወጪ የሚደረግበት ማዕከሉ በአራት አመታት ውስጥ ተገንብቶ እንደሚጠናቀቅም ነው የተመለከተው ።
ማዕከሉ በውስጡ ሙዚየሞች፣ የተለያዩ ማዕከላት፣ ካፍቴሪያዎች፣ የመዝናኛ ቦታዎች፣ ጥብቅ ደንና ሌሎችም በርካታ ክፍሎችን ያካተተ ነው።
በስነስርዓቱ ላይ የክልሉ ርዕሰ መስተዳድር አቶ ደሴ ዳልኬን ጨምሮ ከፍተኛ የክልሉ የስራ ሃላፊዎች፣ ከዩኒስኮ የተወከሉ የስራ ሃላፊዎች፣ በ100 ሺህ የሚቆጠሩ የሲዳማና የአካባቢው ህዝቦች ተሳታፊ ሆነዋል።

Dalle Woreda Well Project #1 - Ethiopia

Background: Knowing the status of major problems that constrain livestock development no doubt contributes to initiating projects that can help improve productivity and market success of Ethiopian farmers; aiming at contributing to reduction in poverty of the rural poor through market oriented agricultural development. The objective of this study is to characterize the livestock production system and investigating the major livestock health problems in the area.

Methodology: Purposive sampling method was used to select 60 households from four peasant association (PA). A structured questionnaire was prepared and the heads of selected households were interviewed to collect data on production system characteristics and the importance of livestock health problems. Focus group discussion was also made with key respondents from each PA and the participants described the major husbandry problems in their area.

Results: The results revealed that mixed crop-livestock production system is the predominant system and animals are kept in very limited grazing land. The livestock herd was dominated by poultry (36.4%), goat (19.51%), sheep (19.13%) and cattle (18.94%) while the cattle herd was dominated by cows (39.27%) and oxen (12.87%). The main roles of poultry in the area are for egg production (43.79%), sale (29.76%) and meat production (26.43%). The main role of cattle in the farming system is as a source of traction power (41.7%) for crop production while small ruminants as source of income (100%). Equines were used as pack and transport animals. The livestock feeding was mainly based on natural pasture (100%). In cattle; blackleg, mastitis, Lumpy Skin Disease (LSD) and calf diarrhea were the most important diseases. Ectoparasite and GIT parasitosis were the most important diseases in small ruminants. Colic and respiratory problems were considered important in equine. In poultry, Newcastle disease was the most devastating disease. Most of the respondents complained that animal feed followed by water shortage is serious problem in the livestock sector. Modern veterinary medicaments (95%) were known and used by most of the farmers, but traditional medicines were also used to a considerable extent (5%).

Conclusion: Emphasis should be given in the animal health delivery to maximize health service coverage of the area and Detail epidemiological studies on major economically important diseases of livestock is recommended to be under taken.

የወሬው ምንጭ ኢዜ ኣ ነው
በሀዋሳ ከተማ ከ34 ሺህ በላይ የጋራ መኖሪያ ቤቶች ሊገነቡ ነው
በደቡብ ብሔሮች ብሔረሰቦችና ህዝቦች ክልል ማዕከል በሆነው ሀዋሳ ከተማ   ከ34 ሺህ በላይ የጋራ መኖሪያ ቤቶች እንደሚገነቡ የክልሉ የቤቶች ልማትና አስተዳደር ኤጀንሲ አስታወቀ፡፡
ሰፋፊ ይዞታ ያላቸውና ለኪራይ የሚሆን ቤት ለሚገነቡ ግለሰቦች የብድር አገልግሎት የሚውል ከ50 ሚሊዮን ብር በላይ መመቻቸቱም ተመልክቷል፡፡
የኤጀንሲው ዋና ስራ አስኪያጅ አቶ አስቻለው ካሳዬ ዛሬ ለጋዜጠኞች እንደገለጹት በከተማዋ ያለውን የመኖሪያ ቤት ችግር ለማቃለል ግንባታው የሚካሄደው ከመጪው ዓመት ጀምሮ ነው፡፡
"የጋራ መኖሪያ ቤቶቹ የሁሉንም የህብረተሰብ ክፍሎች የገቢ አቅም ከግምት ውስጥ በማስገባት የሚገነቡ ሲሆን ከ34 ሺህ ቤቶች ውስጥ 20 በመቶ የሚሆኑት በአስር ዘጠና መርሀ ግብር የሚገነቡ ናቸው" ብለዋል፡፡
በአስር ዘጠና መርሀ ግብር ለሚገነቡት  ስቱዲዮ ቤቶች የሚመዘገቡ ቤት ፈላጊዎች በወር 199 ብር ሄሳብ ለሶስት ዓመት መቆጠብ አለባቸው፡፡ 
" ለባለ አንድ መኝታ ቤት 368 ብር ለባለ ሁለት መኝታ 575 ብር እና ለባለሶሰት መኝታ ቤት ደግሞ  739 ብር በወር ለሰባት ዓመት የቆጠበ የቤት ባለቤት መሆን ይችላል " ሲሉ  ስራ አስኪያጁ አስታውቀዋል፡፡ 
ለግንባታው የቦታ ፣ የገንዘብና ሌሎች አስፈላጊ ቅድመ ዝግጅቶች መደረጋቸውን  ጠቁመው ለቤት ፈላጊዎች ምዝገባው በአንድ ወር ጊዜ ውስጥ እንደሚጀመር ተናግረዋል፡፡
ተመዝጋቢዎች ከተመዘገቡበት ጊዜ ጀምሮ በየወሩ መቆጠብ ያለባቸውን ገንዘብ እየቆጠቡ 10 እና 20 በመቶ የሚሆነውን ቆጥበው እንዳጠናቀቁ ቤቱን በዕጣ እንደሚያገኙና በአንድ ጊዜም መክፈል እንደሚቻል ገልጸዋል፡፡
" የመኖሪያ ቤት እጣው በሚወጣበት ጊዜ መንግስት በሰጠው ትኩረት መሰረት ከእጣው 10 በመቶ ለመምህራን ፣ 30 በመቶ ለሴቶች ፣20 በመቶ ለመንግስት ሰራተኞች እንዲሁም 5 በመቶ ለአካል ጉዳተኞች ቅድሚያ ቀሪው 25 በመቶ ለሌሎች ተመዝጋቢዎች በዕጣ ይሰጣል"ብለዋል፡፡
አቶ አስቻለው እንዳሉት በተጨማሪም ሰፊ ይዞታ ያላቸው ግለሰቦች ለኪራይ የሚሆን ቤት ገንብተው የመኖሪያ ቤት እጥረቱን ለማቃለል እንዲችሉ ለግንባታ ብድር እንዲያገኙ ይደረጋል፡፡
ከብሔራዊ የኢንደስትሪ ልማት ኮርፖሬሽን ጋር በመተባበር ግለሰቦች ለሚያከናውኑት ለኪራይ የሚሆን ቤት ግንባታ የሚውል ከ50 ሚሊዮን በላይ ብር ብድር ተመቻችቷል፡፡
ለዚህም በሀዋሳ ከተማ አስተዳደር የአዲስ ከተማ ክፍለ ከተማ በሙከራ ደረጃ ተመርጦ እስካሁን 1 ሺህ 400 ግለሰቦች ለግንባታ የሚሆን ብድር ለመውሰድ ተመዝገበዋል፡፡
እንዲሁም በማህበር ተደራጅተውና ሀምሳ በመቶ የሚሆነውን ክፍያ ቅድሚያ ለሚከፍሉ ማህበራት ቦታ ተመቻችቶ እየተሰጠ መሆኑም ተመልክቷል፡፡

ወ/ሮ ምሕረት ገነነው፣ የሐዋሳ ከተማ አስተዳደር የባህል፣ ቱሪዝምና ኮሙዩኒኬሽን ጉዳዮች ኃላፊ
ሐዋሳ የቱሪስት መዳረሻና የመዝናኛ ከተማ እየሆነች የመጣች ሙደ ነች፡፡ ይህች ከተማ በአገር ውስጥ ቱሪስትም እየጎበኛት ይገኛል፡፡ በ1991 ዓ.ም. የነበረው ጠቅላላ የአገር ውስጥ ጎብኚ 19.136 ሲሆን፣ በ2008 ዓ.ም. እስከ ግንቦት ወር ደግሞ 150,000 ጎብኝተዋታል፡፡ ጠቅላላው የአገር ውስጥም የውጭ ጎብኚ ደግሞ በ1991 ዓ.ም. 21.668 የነበረ ሲሆን በዘንድሮው ዓመት እስከ ግንቦት 2008 ዓ.ም. 195,000 ሆኗል፡፡ ሌላው የሲዳማ የዘመን መለወጫ የጫምባላላ በዓል በዚህ ዓመት በዩኔስኮ የዓለም ቅርስነት ተመዝግቧል፡፡ ይህም ለከተማዋ የቱሪስት መዳረሻነት አስተዋጽኦ ይኖረዋል ተብሎ ይታመናል፡፡ በዚህና በተያያዥ ጉዳዮች የሐዋሳ ከተማ አስተዳደር የባህል፣ ቱሪዝምና የኮሙዩኒኬሽን ጉዳዮች ኃላፊ ወ/ሮ ምሕረት ገነነውን ታምራት ጌታቸው አነጋግሯቸዋል፡፡

ወ/ሮ ምሕረት፡- ሐዋሳን ከሌላው ቱሪስት መዳረሻ የሚለያት ከዓመት ዓመት በማንኛውም ወቅት መጎብኘት መቻሏ ነው፡፡ በመጎብኘት ረገድ የመጀመሪያውን ደረጃ የሚይዘው ሐይቅ ሲሆን፣ አሁን አሁን ደግሞ ሃይማኖታዊና ዓመታዊ ክብረ በዓሎች እየሳቡ ነው፡፡ ለምሳሌ የገብርኤል ዓመታዊ ክብረ በዓል የፕሮቴስታንት ፕሮግራሞች እንዲሁም የጫምባላላ በዓል በሰፊው ቱሪስት እየሳቡ ያሉ ናቸው፡፡ የሚጎበኙ ቦታዎችም የቀዳማዊ ኃይለ ሥላሴ ቤተ መንግሥት፣ ሐረፋማ ትክል ድንጋይ፣ በጣሊያን ወረራ ወቅት ጣሊያን ሲጠቀምበት የነበረ መድፍ፣ ሃይማኖታዊ ባህል የታኅሳስ፣ ሐምሌ ገብርኤል በረመዳን፣ ለመዝናናት እንዲሁም የፕሮቴስታንት እምነት የተለያዩ ኮንፈረንሶች ተጠቃሽ ናቸው፡፡ ሌላው የተፈጥሮአዊ መስዕብ የምንለው የታቦር ተራራ፣ አለሞራ ተራራ፣ ኩዩዋታ ተራራ አሉ፡፡ በተለይም የመጨረሻው ተራራ በእንስሳት እየተሞላ ይገኛል፡፡ የታቦር ኤኮቱሪዝም ብለን የጀመርነው ፕሮጀክትም አለ፡፡ ይህም በሚቀጥለው ዓመት ሥራ ሲጀመር የከተማዋን የቱሪዝም ገጽታ አንድ ደረጃ ያሳድገዋል ብለን እናምናለን፡፡ እንዲሁም የቡርኪቱ ፍልውኃ አለ፡፡ ይህ ፍሉዋኃ ከሌሎች ፍልውኃ የሚለየው ሦስት ነገሮች አሉት፡፡ በራሱ በተፈጥሮው የመታጠቢያ፣ የመታጠኛና የሚጠጣ ያለው ነው፡፡ እንግዲህ እነዚህን በከፍተኛ ደረጃ እያለማንና እየተንከባከብን የቱሪስት መዳረሻ እንዲሆን እያደረግን እንገኛለን፡፡

ወ/ሮ ምሕረት፡- ሐዋሳ ከተማ አረንጓዴና ፅዱ የሚለውን ሕግ በጥብቅ የምታከብር ከተማ ነች፡፡ በተለይ ሐይቁን መጠበቅ ሐዋሳን እንደመጠበቅ ነው የምናየው፡፡ በዛ አካባቢ ተደራጅተው የሚሠሩ በርካታ ማኅበራት አሉ፡፡ እነዚህ ማኅበራትም ቱሪዝሙ ከሚያመጣው ኢኮኖሚ እየተጠቀሙ ይገኛሉ፡፡ ከፍቅር ሐይቅ ጀምሮ እስከ ዓሳ ገበያ ያሉ ማኅበራት ሐይቁን የመንከባከብ ግዴታ ተጥሎባቸዋል፡፡ ይህንንም እየተገበሩት እንደሆነ እኛ እንከተላለን፡፡  በቅርቡም እንደውም ብዙ ዓመት ሠርተው ባለ ሀብት የሆኑ አሉ፡፡ እነዚህ በሌላ መተካት ስላለባቸው ቀጥለው የሚመጡት ከአረንጓዴ ልማት ጋር እንዲተሳሰሩ በማድረግ ከአሁኑ በተሻለ ሐይቁን የመንከባከብ ሥራ ይሠራል ማለት ነው፡፡ ሌላው በሐይቁ አካባቢ ያለው የዓሳ መገበያያ ነው፡፡ ዓሳ ተጠምዶ በጥሬው ከመብላት ጀምሮ ትልቅ ግብይት የሚካሄድበት ነው ለቱሪስቱ አንዱ መስህብ ነው በሌላ መልኩ ደግሞ ድርጊቱ በአግባቡ ስለማይከናወን የሐይቁ አካባቢ በሽታና በከፍተኛ ቆሻሻ እየተበከለ ይገኛል፡፡ ይህንንም ለማስወገድ የሐዋሳ ከተማ አስተዳደር ከፍተኛ ወጪ በመመደብ ዘመናዊ የዓሳ መገበያያና ማዘጋጃ ለማስገንባት ጨረታ አውጥቶ ተጫራች እየጠበቀ ይገኛል፡፡ የቱሪስት መስህቡን ሳይለቅ ማለት ነው፡፡
ሪፖርተር፡- አንድ ቱሪስት የመኝታ ክፍል ብቻ ከፍሎ በእግሩ ተንቀሳቅሶ ሐይቁን ጎብኝቶ ነው የሚሄደው የሚያመጣው ዶላር እዚህ እንዲቀር ምን እየሠራችሁ ነው?
ወ/ሮ ምሕረት፡- አንድ ቱሪስት ቆይታው የሚራዘመው በሁለት መንገዶች ነው፡፡ አንደኛው ሐዋሳ ከተማ ያሏትን ተፈጥሯዊ ሃይማኖታዊ፣ ባህላዊ እንዲሁም አሁን በብዛት በከተማችን እየተለመደ ያለውን የቱሪዝም ኮንፈረንስ በመለየት እነዚህን በማልማት ሰፊ መሠረተ ልማት በመዘርጋት ከተማዋን እንደዚሁም መዳረሻዎችን በማስተሳሰር ትልቅ ሥራ እየሠራን እንገኛለን፡፡ ሁለተኛውና ዋናው ቆይታውን ደግሞ የሚያረዝመው ብዙውን ጊዜ በሆቴሎች አካባቢ ያለው ነገር ነው፡፡ ይህንንም ለማስተካከል በቅርቡ ከሆቴል ባለቤቶች ማኅበር፣ ከሆቴል ሥራ አስኪያጆች ጋር ጥምረት በመፍጠር አገልግሎት አሰጣጣቸውን ከመግቢያው ጀምሮ በሠለጠነ ሰው ኃይል በማደራጀት እንደዚሁም ባላቸው አቅም ጥሩ እንክብካቤ እንዲሰጡ ስላሉን መስህቦች እንዲያስተዋውቁ  ለማድረግ ትልቅ ሥራ እየሠራን እንገኛለን፡፡ ሌላው የቱሪስቱን ቆይታ ለማራዘም አጎራባች ከተሞችንም እያስተዋወቅን እንገኛለን፡፡ ለምሳሌ ሲዳማ ዞን ብዙ የሚጎበኙ ሥፍራዎች አሉት፡፡ እንደዚሁም ገዳሞችን ከኢትዮጵያ ኦርቶዶክስ ተዋህዶ ቤተ ክርሲቲያን ጋር በመተባበር እንሠራለን፡፡ በዚህም አንዳንድ ለውጦችን እያየን ነው፡፡
ሪፖርተር፡- ቱሪስት ከዓመት ዓመት እየጨመረ ነው፡፡ ይህን ተከትሎ በርካታ ሆቴሎችም ተገንብተዋል፡፡ በሌላ በኩል ደግሞ ችግሮች ይታያሉ፡፡ ለምሳሌ የፀጥታ፣ በሆቴሎች የቆሻሻ አወጋገድ፣ የኤሌክትሪክ ኃይል መቆራረጥ የምሽት መዝናኛዎች ደረጃ አለመጠበቅ እንዲሁም የትራንስፖርት ችግሮች ይስተዋላሉ፡፡ እነዚህን ለማስወገድ ምን እየሠራችሁ ነው?
ወ/ሮ ምሕረት፡- እነዚህ ከላይ የተጠቀሱ ችግሮችን ደረጃ በደረጃ መመልከት ጥሩ ነው፡፡ የትራንስፖርት ችግሩን ለመፍታት ሐዋሳ ከሌሎች ከተሞች ቀድማ ነው የተገኘችው ይህም ከፍተኛ ወጪዎችን በመመደብ የአስፓልት የኮብልስቶን የውስጥ ለውስጥ መንገዶችን ዘርግታለች፡፡ እነዚህ ለመኪናም ለባጃጅም ለእግረኛም ለሞተረኛም የሚያገለግሉ ናቸው፡፡ ስለዚህ ማንኛውም ሰው ከአንዱ ከተማ ጫፍ ወደ ሌላኛው የከተማ ጫፍ ያለምንም ችግር በመረጠው መጓዝ ይችላል ማለት ነው፡፡ ሌላው በከተማ ውስጥ የመንቀሳቀሻ ትራንስፖርትን በተመለከተ ወደ ሐዋሳ ለመግባት በአየር ትራንስፖርት እንዲሁም ደረጃውን በጠበቁ አውቶቡሶች ጭምር ነው ጎብኚዎች ወደ ከተማችን የሚገቡት፡፡ ይህ ለእኛ በጣም ትልቅ ዕድል ነው፡፡ ይህን ዕድል ይበልጥ ለመጠቀም አሁን በተበጣጠሰ መልኩ ተሳፋሪዎችን የመጫንና የማውረድ ነገር አለ፡፡ ይህ በቅርቡ የምናስተካክለው ነው፡፡ ወደ ከተማዋ የሚመጡትን ሰዎች ተቀብሎ ወደሚፈልጉት ቦታ የሚያደርሱም አሉ፡፡ እዚህም ላይ ግን ደረጃ መጠበቅ እንደለበት እናምናለን፡፡ ለነዋሪዎችም ቢሆን ይህ አስፈላጊና ጠቃሚ ነው፡፡ አስተዳደሩ ደግሞ ትልልቅ የከተማ አውቶቡሶችን እያቀረበ ይገኛል›› ባለሀብቶችም እዚህ ላይ የሚሰማሩበትን መንገድ እያሰብን እንገኛለን፡፡ ፀጥታ በፖሊስ ብቻ ማስከበር ስለማይቻል እኛ ያደረግነው ኅብረተሰቡን በማወያየት ችግሮቹን መለየት ነው በለየነው መሠረት ዕርምጃ መውሰድ ጀመርን፡፡ ለምሳሌ ከእነዚህ ውጥስ ትልቅ ድርሻ የነበራቸው ባጃጆች ነበሩ፡፡ በተለይ ከምሽቱ አራት ሰዓት በኋላ እዚህ እናደርሳለን፣ በማለት ያልሆነ ቦታ በመውሰድ፣ ከእጥፍ በላይ በማስከፈል ፀጥታውን ሲያውኩ ነበር፡፡ እሁን ግን ከተወሰነ ሰዓት በኋላ እንዳይሠሩ በማድረግና ኅብረተሰቡ ደግሞ በራሱ ተነሳሽነት አንዳንድ አምፖል በሩ ላይ በመስቀል ብርሃን በማድረግ ወንጀለኞችን መደበቂያ በማሳጣት በአሁኑ ወቅት በፈለገው ሰዓት ወጥቶ በፈለገው ሰዓት መግባት ተችሏል፡፡ ዕድገት ተከትሎ የሚመጡ ብዙ ጥቅሞች አሉ፡፡ ይህንን ጥቅም በሕጋዊ መንገድ የሚጠቀሙም፣ በአቋራጭ ለመጠቀም የሚሞክሩም አሉ፡፡ በዚህ በሕገወጥ መንገድን ለመጠቀም ከሚሞክሩ አብዛኞቹ የከተማችን ደረጃቸውን ያልጠበቁ ብዙ የምሽት ክለቦች ናቸው፡፡ ለምሳሌ አብዛኞቹ በግሮሰሪ ፈቃድ ነው የሚሠሩት የእነሱ ጉዳይ ከጤና፣ ከግብርና፣ ከፀጥታ፣ ከሕገወጥ ንግድ፣ ከብዙ ችግሮች ጋር የተያያዘ ጭምር ስለሆነ ከሚመለከተው አካል ሁሉ ጋር በመነጋገር እስከዚህ ዓመት መጨረሻ ድረስ ዕርምጃ በመውሰድ መፍትሔ የምንሰጥበት ጉዳይ ይሆናል፡፡ ችግሩ እንዳለ እናምናለን፡፡ ሌላው ለሆቴሎች እንደዚሁም ለከተማችን ነዋሪ የጥሬ ዕቃ አቅርቦትን ለመፍታት በብዛት ወጣቶችን እያደራጀን በዚህ ሥራ እንዲሰማሩ አድርገናል፡፡ በዚህ ችግሩ እየተቀረፈ ይገኛል ለምሳሌ በዚህ ከተማ በአንድ ወቅት ከፍተኛ የእንቁላል እጥረት ነበር፡፡ በእነዚህ ባደራጀናቸው ማኅበራት በተሠራው ሥራ ዛሬ ያ ችግር የለም፡፡ አሁንም አቅርቦቱ በቂ ነው የሚል እምነት የለንም ከተማም ከነዋሪዎች ፍላጎት በተጨማሪ በየቀኑ ወደ ከተማዋ የሚገቡ ቱሪስት እየጨመረ እየመጣ ስለሆነ ይህንን ፍላጎት ደግሞ ከግብርና ቢሮ ጋር በመተባበር የከተማዋን ግብርናን ለማስፋፋት ጥረት ላይ እገኛለን፡፡ የቆሻሻ አወጋገድን በተመለከተ አሁንም ከተማዋ አረንጓዴ ፅዱና ውብ በማድረግ ከኅብረተሰቡ ከተማዋ ውስጥ ካሉ ሆቴሎች ምክክር በማድረግ ምንም ዓይነት ቆሻሻ ወደ ጎዳና እንዳይወጣ ሆኗል፡፡ በእርግጥ የተጠራቀሙትን በማንሳት በኩል አንዳንድ ክፍተቶች አሉ፡፡ በውስጥ ለውስጥ በጋሪ ነው የሚነሳው፡፡ ይህንንም መቀየር ያስፈልጋል የከተማ አስተዳደሩም ከሐዋሳ ከተማ ወጣ ብሎ የፈሳሽና የደረቅ ቆሻሻ ማከማቻ በማስገንባት ችግሩን ለመቅረፍ እየሠራ ይገኛል፡፡ ከእሳትና ድንገተኛ አደጋዎች ጋር በተያያዘ በማንኛውም ሰዓት በየትኛውም የከተማዋ ክልል አደጋ ቢከሰት ዘመናዊ ፈጣን ምላሽ የሚሰጥ ቢሮ ከነ ሙሉ ትጥቁ ስላለን በዚህ በኩል ሙሉ በሙሉ ከችግሩ ነጻ ነን ማለት ይቻላል፡፡ በተረፈ ይህን ሁሉ ችግር ብቻችን ሠርተን የፈታነው አይደለም፡፡ ወደፊትም እነዚህ ችግሮች ይቀጥላሉ፡፡ ምክንያቱም እያደገች ያለች ከተማ ስለሆነች ባለሀብቶችም ከሆቴል በተጨማሪ በተለያዩ መስኮች መሳተፍ ይኖርባቸዋል፡፡ ለምሳሌ በትራንስፖርቱ፣ በጥሬ ዕቃ አቅርቦቱ ራሱንም ጠቅሞ ለሌሎችም የሥራ ዕድል ፈጣሪ መሆን አለበት፡፡ ሌላው ይህ ሁሉ ስኬት የተገኘው በአደረጃጀቶች ነው፡፡ አሁንም አጠናክረን እንቀጥልበታለን፡፡

ወ/ሮ ምሕረት፡- እስካሁን የሠራናቸው ሥራዎች ብዙ ኅብረተሰብ ክፍል ተጠቃሚ አድርገዋል ብለን እናምናለን ወደፊትም የቱሪዝም ሴክተሩን እያለማነው በሄድን ቁጥር በአካባቢው ያሉት ሰዎችን ከመጥቀም ይጀምርና ይቀጥላል ማለት ነው፡፡ በአጭሩ ሴክተሩን ባዘመንን ባበለፀግነው ልክ ከቡና ማፍላት ጀምሮ እስከ ሆቴል ማናጀር ደረጃ ያለ ይጠቀማል ማለት ነው፡፡ በማኅበራት በመደራጀትም የኢኮኖሚ ተጠቃሚ ይኮናል ማለት ነው፡፡ ሌላው የከተማዋን ነዋሪ እንዲሁም በአጠቃላይ የክልሉን የገቢ ምንጭ ያሳድገዋል ብለን ተስፋ የጣልንበት በቅርቡ ግንባታው የሚጠናቀቀው ሐዋሳ ኢንዱስትሪ ፓርክ ሲሆን፣ ለከተማዋ እንደ ቱሪዝም መዳረሻ ይሆናል ብለን እንጠብቃለን፡፡ እዚህም ላይ ሥራ መሥራት ጀምረናል፡፡

A survey study was carried out to identify the pests and predators of honey bee in Sidama and Gedeo zones during the year 2005 to 2006E.c in Dale and Shebedino woreda of Sidama zone and Kochere and Dilla zuria districts of Gedeo zone, and to asses indigenous control measures. Accordingly 20 beekeepers households per woreda were used for the structured questioner interview. Therefore a stratified random sampling method was used to select total 80 respondent households for the study. From the total of 80 sample households interviewed to generate qualitative and quantitative data on beekeeping, about 85.75% were male headed and the rest 14.5% were female headed with the average family size of 6 persons, with maximum and minimum family size of 7 and 2 persons, respectively. The experience of the respondents rests between 5-10 years (33.5%), greater than ten years (19.75%) and less than five years is (49.5%). This result shows that beekeeping can be performed by economically active age groups and in most cases people at younger and old age is actively engaged in beekeeping activities. According to the result obtained the sample respondents have traditional knowledge on pests and predators as 68.75% of the sample respondents colony were affected and lose up to five colony due to pests and predators and 85% of the sample respondents apiary were more susceptible to any pest and predators. The general effect caused by pests and predators is weakening colony and leads to absconding of bees and limited product as it was underlined by 90% of the respondents. Based on the result of this study, the existence of pests and predators were a major challenge to the honeybees and beekeepers in the area. After having identified the major pests facing the beekeeping activities, farmers were requested to rank them and the result indicated that ant (80%), honey badger/Hamagot (74%), Beetles (57%), birds (51%), wax moth (50%), spider (45%), mites (43%), lizard (35%), bee lice (30) and Toads (23%), are ranked 1st, 2nd, 3rd , 4 th, 5th, 6th 7 th, 8 th, 9 th and 10 th respectively. The pressure of pests and predators to honey bees varied according to the seasons. Rainy season/summer had the highest pressure of pest and predators (63.75%) followed by winter (16.25%), autumn (11.25%) and spring (8.75). (ኤፍ.ቢ.ሲ) የሲዳማ ብሔር ፍቼ ጨምበላላ የዘመን መለወጫ በዓልን በተለየ ሁኔታ ለማክበር ዝግጅት እየተደረገ ነው።
በዓሉ በአለም ቅርስነት ከተመዘገበ በኋላ ለመጀመሪያ ጊዜ የፊታችን ሰኔ 23 እና 24 በዋናነት በሃዋሳ ከተማ በተለያዩ ዝግጅቶች ይከበራል፡፡
ይህን ተከትሎም በሲዳማ ዞን በሚገኙ የተለያዩ ወረዳዎች በዓሉ ለሁለት ሳምንት እንደሚከበር ተመልክቷል።
የደቡብ ክልል ባህልና ቱሪዝም ቢሮ ምክትል ኃላፊ አቶ ለማ መለሰ እንደገለጹት፥ ቀደም ሲል በብሔሩ ተወላጆች ብቻ ይከበር የነበረው በዓል ለመጀመሪያ ጊዜ ሀገር አቀፍ ይዘት እንዲኖረው አድርጎ ለማክበር ዝግጅት እየተደረገ ነው፡፡
የፍቼ ጨምባላላ በሃገሪቱ በማይዳሰስ ቅርስነት ከተመዘገበው የመስቀል በዓል ቀጥሎ ሁለተኛ ሆኖ በተባበሩት መንግስታት የትምህርት፣ የሳይንስና የባህል ማዕከል (ዩኔስኮ) የተመዘገበው ባለፈው ህዳር ወር መሆኑ ይታወሳል።

The Economic Commission for Africa (ECA) and Hawassa University (HU) have signed a Memorandum of Understanding to establish a framework of cooperation between the two institutions.
ECA chief, Carlos Lopes, signed on behalf of the Think Tank while Professor Yosef Mamo, President of Hawassa University, signed for the higher institution of learning.
The two institutions are seeking cooperation in the areas of academic and research activities.
"ECA is looking forward to deepening its relationship with Hawassa University to support the promotion of Africa's development agenda," said Mr. Lopes. "We are expanding our collaboration with African universities, and are therefore looking forward to a very strong collaboration with Hawassa University."
The MoU will extend interdisciplinary research and promote regional and continental engagement to support Africa's transformation agenda spearheaded by ECA in industrialization and HU in knowledge.
The joint academic and research activities will help bridge the research-policy gap, both to better inform academic research on pressing policy issues and to bring academic research more to the attention of policy-makers and governments.
Mr. Mamo expressed optimism about the outcome of the collaboration.
"We are very honoured to be associated with this prestigious institution, ECA, which has done a lot in Africa and is a beacon of social and economic development on the continent," said Mr. Mamo. "We hope this collaboration will be a success story."
The signing of the MOU was preceded by a tour of some key ECA facilities with Deputy Executive Secretary, Giovanie Biha, leading the way. She reassured the university that collaborating with ECA was the right thing to do.
"It's the beginning of a long but good and successful journey, and I think ECA and HU have many areas of common interest in terms of the work we and the work you do," said Ms. Biha.
After the tour of ECA's print shop, library and the iconic Africa Hall, Mr. Mamo, who led the HU delegation, was impressed by the facilities at the ECA, adding both students and staff from the university would benefit greatly from the cooperation between the two institutions.
Mr. Lopes assured the HU delegation that the Commission is ready to support them.
"We can help you develop relations with the international community, and also serve as a filter for your relations with the international community," he said. "Also, we'll be sure to always furnish your library with our latest publications."

As the Ethiopian Premier League football club competition only four matches away from conclusion, violence and break down of discipline in different venues are increasing in alarming speed.
The country's football governing body, the Ethiopian Football Federation, (EFF), issued a statement on Saturday warning clubs to strictly respect law and order.
This statement was issued in the wake of the crowd disturbance on Friday, June 10, that led to the disruption of the match between Coffee and Hawasa City. "This was terrible, many people were hurt, property was damaged, the chairs used as weapons to attack rivals," the EFF said in the statement.
The EFF further said that it has begun disciplinary proceedings against Coffee after the totally unacceptable scenes at Friday's Coffee-Hawassa City match.
TV footage appears to show Coffee fans throwing materials at the officials and an attempt to invade the pitch. The Addis Ababa Police Commission also said that as a result of crowd disturbances property was damaged and many people went to hospitals to get treatment.
Many fans, including families with children, tried to escape the trouble by frantically leaving their seats at the stadium.
Judging from attendance, trouble began in the stadium after Hawassa scored the leading goal in the first half. Two players went to the assistant referee and complained, though, he (the assistant) didn't accept the complaints. The score at the interval remained 1-0 in favour of Hawassa City.
The people expected Coffee to change the result in the second 45 minutes but rather the crowed began disturbances and the play was forced to come to a halt. Some then climbed across barriers designed to keep the crowd apart from the pitch.
In some cases others climb barriers to cause chaos in the other wing. Then they began throwing the chairs and other materials to the officials. The Police tried to intervene but it was not possible to put things in order.
When some of them began tearing down billboards fixed at the stadium, things went from bad to worse.
Tearing billboards is not acceptable. The mother companies paid in millions of birr for the federation to use the space for the promotion of their products. Violating this contractual agreement with the federation is punishable under the Commercial Code of the country.
According to the Police report, the crowd after leaving the stadium violently confronted with security forces. Private and government cars were stoned and property was damaged outside the stadium, the police reported.
The police said it sent extra force to put things under control. This kind of behaviour is not acceptable, said the Police in the report.
What we have seen in this season is that violence raises serious questions. A few days ago in a crowd disturbance in Gondar that happened in the match between Coffee and Dashen Brewery, many people were harmed. As a result Dashen Brewery faced a 35,000 birr penalty while Coffee fined 10,000 birr for provoking the Dashen supporters. In that incident the Coffee and Dashen fans were embroiled in ugly clashes with each other and a number of bloodied fans being taken to hospital in Gondar. Those who seriously wounded were taken to Addis Ababa.
The Ethiopian Football Federation in a strongly-worded statement said it would not hesitate to impose sever punishment over the perpetrators. The EFF also warns it will take the same strong action if such violence occurs again.
What was observed is that there are people who do not come to the stadium for the football. Spectators who were at the match have described the incident as disgusting. Most of the spectators tried to run away. Few spoke about lax security.
In April this year many people were hurt when violence erupted during the match between defending champions St. George and the visiting side Adama City at the Addis Ababa Stadium.
At that time we wrote that violence during football matches is not new at the stadium but this time it becomes frequent. The steady increase in the rate of violent confrontation among the football fans is indeed alarming.
The game of football may be associated with violence in many parts of the world. Elsewhere the national federations make studies how to reduce violence in football but in our case we don't see anything in that direction. What we now know commonly is to read reports on crowd behaviour as much as on the game itself.
Like it was in the past a sudden fist fighting and chair throwing began last Friday. By law this act is punishable. The camera took all the action. Some were seen throwing chairs wearing the shirts of the team they support. What does that mean? The team that they support will surely get penalty as a result.
In the international arena violence erupts either due to the emergence of overt racism at football matches or the alleged influence of alcohol consumption. Black players were often greeted with monkey-noises and bananas. It seems now this trend has declined in Europe. The recent decline may be explained due to campaigns designed to combat racism. Other measures like severe penalty imposed on the teams helped reduce the rate of violence.
This violent behaviour at the stadium is known as 'football hooliganism' at this time. It was originated in England in the early 1960s, and has been linked with the televising of matches (and of pitch-invasions, riots etc.) In other European countries, similar patterns of behaviour emerged almost same time.
If there is one preventive method, use as it is done in Europe and elsewhere in the world: sophisticated policing, surveillance and monitoring techniques and segregation of fans. It is also good to introduce specific legislation to cover acts of 'hooliganism'. The wrong doers must be legally responsible for what they committed at the stadium.
