የከተማ መሬት ምዝገባ አዋጅን ለማፅደቅ የተቸገረው ፓርላማ የፌዴሬሽን ምክር ቤትን ይሁንታ ጠየቀ...ፓርላማው ይህንን ሕግ በማውጣት የክልል ከተሞችን መሬት መመዝገብና ማስተዳደር ለፌዴራል መንግሥት ሊሰጥ ይችላል   ሕገ መንግሥቱ በአንቀጽ 51(5) እና 52(2) (መ) መሠረት ለፌዴራሉ መንግሥት መሬትና የተፈጥሮ ሀብቶችን የሚመለከቱ ሕጎችን የማውጣት ሥልጣን የሚሰጥ ሲሆን፣ ክልሎች ደግሞ በፌዴራሉ መንግሥት የሚወጡ ሕጎችን መሠረት በማድረግ መሬት የማስተዳደር ሥልጣን እንዳላቸው የሚደነግግ በመሆኑ፣ ፓርላማው ይህንን ሕግ በማውጣት የክልል ከተሞችን መሬት መመዝገብና ማስተዳደር ለፌዴራል መንግሥት ሊሰጥ ይችላል የሚለው አስቸጋሪ ጉዳይ እንደሆነበት አስረድቷል፡፡   ኣዋጁ ከጸደቀ በፌዴራል መንግስት ልተዳደሩ ከምችሉ የክልል ከተሞች መካከል ሃዋሳ ከተማ ይገኝበታል የሕዝብ ተወካዮች ምክር ቤት ባለፈው ዓመት ሰኔ ወር የቀረበለትን የከተማ መሬትና መሬት ነክ ንብረቶች ምዝገባ ረቂቅ አዋጅ በስፋት ሲመረምር ቢቆይም፣ አዋጁን ለማፅደቅ ፓርላማው ሕገ መንግሥታዊ ሥልጣን አለው ወይ የሚለው አጠያያቂ በመሆኑ የፌዴሬሽን ምክር ቤት በጉዳዩ ላይ ይሁንታ እንዲሰጠው ጠየቀ፡፡  ረቂቅ አዋጁ ‹‹የከተማ መሬት ምዝገባ አዋጅ›› የሚል ስያሜ የተሰጠው ቢሆንም፣ የአዋጁ አጠቃላይ ይዘት ግን ዜጎች በመሬት ላይ ለሚገነቡት ቋሚ ንብረት የባለቤትነትና የመጠቀም መብት ዕውቅናና ዋስትና መስጠትን የሚመለከት ነው፡፡  ረቂቅ አዋጁ የከተማ መሬትን በተመለከተ ‹‹በማንኛውም ክልል የከተማ አስተዳደር ወሰን ውስጥ የሚገኝ መሬት ነው›› የሚል ትርጓሜ የሚሰጥ ሲሆን፣ የአዋጁ ተፈጻሚነት ወሰንን በተመለከተ ደግሞ፣ ‹‹ይህ አዋጅ የከተማ መሬትን በሚመለከት በአገሪቱ ውስጥ

በሃዋሳ ፀጥታን የማስከበር ሥራ ለነዋሪው እፎይታ አስገኝቷል  ብዙዎቹ የክፍለ ከተማው ነዋሪዎች በአካባ ቢያቸው በነበረው የፀጥታ ችግር ምክንያት ለብዙ ጊዜ ተቸግረዋል። በገዛ አካባቢያቸው በሰላም መውጣትና መግባት ያለመቻላቸውን ሲያስታውሱ ይማረራ። የፀጥታው ችግር የተፈጠረው ደግሞ በገዛ ወጣቶቻቸው መሆኑ የምሬታቸውን መጠን ከፍ ያደርገዋል። የደቡብ ብሔር ብሔረሰቦችና ሕዝቦች ክልላዊ መንግሥት ርዕሰ መዲና በሆነችው በሃዋሳ መሀል ክፍለ ከተማ የለኩ ቀበሌ ነዋሪ የሆኑት ወይዘሮ መሠረት ወንድሙ በቀበሌያቸውም ሆነ በክፍለ ከተማቸው ከእዚህ ቀደም ብዙ ፈተና ማሳለፋቸውን ይናገራሉ። ትንሽ መሸት ካለ ሰዎች እንደ ልብ ወዲያና ወዲህ መንቀሳቀስ ስለማይችሉ ያሰቡትን ማሳካት አስቸጋሪ ሆኖ መቆየቱን ያመለክታሉ። « ጨለማን ተገን አድርገው የሚንቀሳቀሰውን ሰው ሰላምና ፀጥታ ማደፍረስ በአካባቢያችን የተለመደ ሆኖ ቆይቷል። ማንነታቸውንም ለመለየት ደግሞ ሰዎች ፍራቻና ስጋት ስለሚያድርባቸው በየጊዜው ወንጀል ይከሰት ነበር። ችግር የፈጠረውን ግለሰብ አሳልፎ ለሕግ የማቅረብ ድፍረቱም አልነበረም » ይላሉ ወይዘሮዋ። ዛሬ ግን ይህ አስቻጋሪ ወቅት አልፏል። ለእዚህ ምክንያቱ ደግሞ የሰላምና የፀጥታ ችግር የሆነውን ጉዳይ ሕዝቡ በጋራ ስለመከረበት ነው። በፀጥታው መደፈር የታከተው ሕዝብ እርስ በእርስ በመወያየቱም ወደ መፍትሔ ሊመጣ ችሏል። መፍትሔ ሆኖ ለውጥ አምጥቷል ከሚባሉት መካከል አንዱ የኮሚኒቲ ፖሊሲንግ መቋቋም ነው በማለት ይገልጻሉ። አሁን ሲያሰጋቸው የነበረው ችግር ሙሉ ለሙሉ መወገዱን የጠቀሱት ወይዘሮ መሠረት በሰላም ወጥተው መግባታቸው ለሥራቸውም ሆነ ለከተማዋ ልማት አስተዋጽኦው የጎላ መሆኑን ይናገራሉ። የአካባቢውም ነዋሪ የመንገድ
