By Yonas Abiye, Hawassa The fastest growing town in Southern Ethiopia, Hawassa, has taken its urban status up a notch by readying itself to host a major international conference following Addis Ababa’s suit. As of earlier this week, Hawassa, the capital of Southern Nations, Nationalities and Peoples Regional State (SNNPR), marked a new chapter while hosting a high-profile conference of the African Union ministers and ambassadors for the first time since it was founded half a century ago. Hawassa town was the only urban center that was established with a modern master plan pioneered by Emperor Haile-Selassie in 1960. During the past few years, Hawassa has been growing remarkably and emerging as a shining star in terms of infrastructure development and competitiveness to host grand events more than any other town other than Addis Ababa. After that she got to the less important stuff: Where I was from, if I was married, had kids, believed in God — and what was I doing in southern Ethiopia? Azeb, a 25-year-old business student with big glowing eyes and long dark hair, was born and raised not far from where we were having breakfast. በአሁኑ ጊዜ በተለያዩ መንግሥታዊ ተቋማት አማካይነት የሚወጡ ሪፖርቶችን ለማመን የማይቻልበት ደረጃ ላይ ተደርሷል፡፡ በአኃዝና በመቶኛ ሥሌቶች እየተቀናበሩ የሚቀርቡ በርካታዎቹ ሪፖርቶች በጥንቃቄ ሲታዩ በከፍተኛ ደረጃ መጣረሶች እንዳሉባቸው በቀላሉ እንረዳለን፡፡ ሌላው ቀርቶ ከቅርብ ጊዜ ወዲህ እየተለጠጡ የሚታቀዱ ኢኮኖሚያዊም ሆኑ ማኅበራዊ ዕቅዶች መነሻቸው የተሳሳቱ ሪፖርቶች ናቸው፡፡ መንግሥት የአምስት ዓመቱን የዕድገትና ትራንስፎርሜሽን ዕቅድ ይፋ ሲያደርግ ብዙዎች የፈሩት ዕቅዱ ያለመጠን መጋነኑን ነበር፡፡ አሁን ዕቅዱ በዝርዝር ሲታይ ከአምስት ዓመት በኋላ ይደረስበታል የተባለው ግብ በተጨባጭ ተግባራዊ አልሆነም፡፡ በተለይ እየተለጠጡ የሚወጡ ዕቅዶች ተጨባጩን ሁኔታ ስለማያገናዝቡ በመጨረሻ የሚገኘው ውጤት ከተጠበቀው በታች ይሆናል፡፡ ከዚህ ቀደም ለፓርላማ ይቀርቡ የነበሩ የመንግሥታዊ ተቋማት ሪፖርቶች እርስ በርስ የሚጣረሱ ከመሆናቸውም በላይ፣ ያለውን እውነታ በትክክል የሚገልጹ አልነበሩም፡፡ ፓርላማው አስፈጻሚውን የመንግሥት አካል ወጥሮ መያዝ ሲጀምር ግን  እንዲህ ዓይነቶቹ ሪፖርቶች ቀስ በቀስ ፓርላማው ዘንድ መቅረባቸው እየቀነሰ መጥቷል፡፡ ምንም እንኳን አሁንም አስገራሚ ሪፖርቶች እንደሚቀርቡ ቢታወቅም፡፡ በመንግሥት መገናኛ ብዙኃን አማካይነት የሚቀርቡ አንዳንድ ሪፖርቶች ግን የሕዝቡን የማወቅ መብት የሚጋፉ ከመሆናቸውም በላይ፣ የተቋማቱን ዝርክርክነት የሚያጋልጡ ናቸው፡፡ ለምሳሌ በአንድ ወረዳ አንድ ጤና ጣቢያ እንደነበር ይነገርና ተጨማሪ አንድ ጤና ጣቢያ ሲገነባ የወረዳው የጤና አገልግሎት ሽፋን መቶ በመቶ አደገ ይባላል፡፡ አንድ ትምህርት ቤት ላይ ሌላ ትምህርት ቤት ሲጨመር ስታትስቲክሱ በዚህ ሁኔታ ተባዝቶ ይቀርባል፡፡ በፌደራል መንግሥት
