የሲዳማ ቡና ኣብቃዮች እና ያልከፈሉት በቢሊዮኖች የምቆጠር ውዝፍ እዳ

የደቡብ ክልል ቡና አቅራቢዎች ያጋጠማቸውን ኪሳራ በማስመልከት ባለፈው ዓመት የኢትዮጵያ ብሔራዊ ባንክ፣ በፋይናንስ ኢንዲስትሪው ውስጥ እንግዳ ውሳኔ ማሳለፉ ይታወሳል፡፡ ብሔራዊ ባንክ ሰኔ 10 ቀን 2008 ዓ.ም. ይፋ ያደረገው መመርያ፣ በባንክ ዘርፉ ውስጥ ያለተለመደ ስለነበር ጉዳዩ ሲያነጋግር ቆይቷል፡፡ ገዥው ባንክ የአገሪቱ ባንኮች እንዲተገብሩት ያስተላለፈው ሰርኩላር፣ ከተለያዩ ባንኮች ብድር የወሰዱ የደቡብ ክልል ቡና አቅራቢዎች የነበረባቸውን የብድር ዕዳ ከሌሎች ተበዳሪዎች በተለየ እንዲታይና ለብድር አከፋፈል ከተቀመጠው መመርያ ውጭ እንዲስተናገድ የሚያዝ ነው፡፡ የአገሪቱ ባንኮች የሚሰጡትን ብድር እንዲሁም የአመላለስ ሥርዓቱን የተመለከተው ይህ የገዥው ባንክ መመርያ፣ ለአንድ ብድር የተሰጠው የመክፈያ ጊዜ ከሦስት ጊዜ በላይ ማራዘም ወይም ማስታመም እንደማይቻል ይደነግጋል፡፡ የደቡብ ቡና አቅራቢዎች ግን ይህ መመርያ ሳይተገበርባቸው እንዲስተናገዱ ብሔራዊ ባንክ  ለንግድ ባንኮች የላከው ሰርኩላር ያሳስባል፡፡    ቡና አቅራቢዎቹ ከዚህ መመርያ ውጭ ብድራቸው ከሦስት ጊዜ በላይ እንዲራዘምላቸው ከመፍቀዱም ባሻገር የነበረባቸውን ውዝፍ ብድር በወቅቱ ባለመክፈላቸው ለማስያዣነት ያቀረቧቸው ንብረቶችም እንዳይሸጡ የሚከላከል ነው፡፡ በብሔራዊ ባንክ ለአጭርና ለመካከለኛ ጊዜ ተበዳሪዎች የብድር ማስታመሚያ ጊዜ እንደተሰጠ የሚገልጸው አንቀጽ፣ ቡና አቅራቢዎቹ ላይ እስከ መጪው 2010 ዓ.ም. ድረስ ተፈጻሚ እንዳይሆን የሚያዝ የሁለት ዓመት የዕፎይታ ጊዜ ሰጥቷል፡፡ በዚህ ሰርኩላር ምክንያት ባንኮች ለሰጡት ብድር መያዣ የነበሩ ንብረቶችን በሐራጅ ለመሸጥ ሲያነጋግሩ የነበሩትን የሐራጅ ማስታወቂያ አቁመዋል፡፡ ለቡና አቅራቢዎቹ የተሰጠው ይህ ዕድል፣ ከ200 በላይ የደ
