ከመስከረም 29 እስከ መስከረም 30 ቀን 2007 ዓ.ም. በመተዳደሪያ ደንቡና በሥነ ምግባር ደንቡ ላይ ከባለድርሻ አካላት ጋር በተደረገው የመጨረሻ የምክክር መድረክ ላይ በተፈጠረው ስምምነት ምክንያት፣ የኢትዮጵያ መገናኛ ብዙኃን ምክር ቤት በምሥረታ ዋዜማ ላይ እንደሚገኝ ተገለጸ፡፡ መሥራች ጉባዔው በሁለት ወራት ጊዜ ውስጥ እንደሚከናወን ይጠበቃል፡፡   በሁለቱ ቀናት ውይይት ጋዜጠኞች፣ የሚዲያ ተቋማት ተወካዮች፣ የጋዜጠኝነት ትምህርት የሚሰጡ ከፍተኛ ትምህርት ተቋማት ተወካዮች፣ የሚዲያ ተመራማሪዎችና አማካሪዎች፣ የመንግሥት ተወካዮች፣ የዓለም አቀፍ ድርጅቶች ተወካዮችና ሌሎች ባለድርሻ አካላት ተገኝተዋል፡፡ በተመድ የአፍሪካ ኢኮኖሚ ኮሚሽን የአፍሪካ አዳራሽ ስለመገናኛ ብዙኃን ምክር ቤት ለሁለት ቀናት በተደረገው ውይይት ባለፉት አሥር ዓመታት ሲያወዛግቡ የነበሩ ጉዳዮች ላይ ስምምነት ላይ በመድረሱ፣ ‹‹ትልቅ ዕርምጃ›› እንደሆነ የምክር ቤቱ አደራጅ ኮሚቴ ሰብሳቢ ወ/ሮ ሚሚ ስብሃቱ ለሪፖርተር ገልጻለች፡፡ ምክር ቤቱን ለመመሥረት ቁልፍ የሆኑት የመተዳደሪያና የሥነ ምግባር ደንቦች ላይ ሰፊና በንቁ ተሳትፎ የታጀበ ግልጽ ውይይት የተደረገ ሲሆን፣ በተለይ በመተዳደሪያ ደንቡ ላይ ታቅፈው ያሉ አንዳንድ ነጥቦች አወዛጋቢነታቸው ግልጽ ነበር፡፡ በመተዳደሪያ ደንቡ የተካተቱት የሕግ መሠረት፣ የተፈጻሚነት ወሰን፣ ሕጋዊ ሰውነት ለመስጠት የሕግ ሥልጣን ያለው የመንግሥት አካልን መለየት፣ በምክር ቤቱ አባልነት መሠረት ግለሰብ ጋዜጠኞች ሳይሆኑ የሚዲያ ተቋማት መሆናቸው፣ የሥራ አስፈጻሚ አባላት የአገልግሎት ዘመን አራት ዓመት መሆን፣ የፓናል አባላት ስብጥርና ምንጭ፣ የመንግሥት ሚናና የምክር ቤቱ የገቢ ምንጭ ዘርፈ ብዙና ሰፋ ያለ የውይይት መነሻ ነበሩ፡፡ ከመተዳደሪያ ደ

- ከጠበቃው ጋር የተመቱት ረዳት ጠበቃ ተርፈዋል -ተጠርጣሪው ባለሀብት አለመያዛቸውን ፖሊስ ገልጿል በደቡብ ክልል ሐዋሳ ከተማ መስከረም 27 ቀን 2007 ዓ.ም. የብሉ ናይል ሆቴል ባለቤት ናቸው የተባሉ ባለሀብት፣ በፍትሐ ብሔር ክስ ይሟገቷቸው የነበሩ ጠበቃ በሽጉጥ መትተው መግደላቸውንና ረዳታቸውን ማቁሰላቸውን ምንጮች ለሪፖርተር ገለጹ፡፡ የሆቴሉ ባለቤት የተከሰሱበት የፍትሐ ብሔር ጉዳይ ለጊዜው ባይታወቅም፣ እሳቸውን ወክለው ከሚከራከሩት ጠበቃ በተቃራኒ ሆነው ሲከራከሩ የነበሩት ጠበቃ ዳንኤል ዋለልኝ፣ በጥይት ተመትተው እንደወደቁ ወደ ሆስፒታል ቢወሰዱም ሊተርፉ አለመቻላቸውን ምንጮች አስረድተዋል፡፡ አንገታቸው አካባቢ ተመትተው የነበሩትና የአቶ ዳንኤል ረዳት መሆናቸው የተገለጸው አቶ ዳግማዊ አሰፋ፣ አዲስ አበባ ኮሪያ ሆስፒታል መስከረም 27 ቀን 2007 ዓ.ም. ማምሻውን ገብተው በተደረገላቸው የቀዶ ሕክምና መትረፋቸውንም ምንጮች አክለዋል፡፡ ባለሀብቱ በሟቹ ጠበቃ በሌላም ክርክር መሸነፋቸውንና አሁንም በመከራከር ላይ ባሉት የፍትሐ ብሔር ክርክር በመሸነፍ ላይ በመሆናቸው ምክንያት ዕርምጃውን ሳይወስዱ እንዳልቀሩ የሚናገሩት ምንጮች፣ ጠበቃ ዳንኤልንና ረዳታቸውን በጥይት የመቷቸው በቢሮአቸው በሥራ ላይ እንዳሉ ከጠዋቱ አራት ሰዓት አካባቢ መሆኑን አስረድተዋል፡፡  የደቡብ ክልል ፖሊስ ስለ ጉዳዩ ከሪፖርተር ለቀረበለት ጥያቄ በሰጠው ምላሽ፣ ድርጊቱ እውነት መሆኑ አረጋግጦ ተጠርጣሪው ግን አለመያዛቸውን አስታውቋል፡፡ ፖሊስ በክትትል ላይ መሆኑና ተጠርጣሪው ከአገር እንዳልወጡም አክሏል፡፡  የሟች ጠበቃ ዳንኤል ዋለልኝ አሰፋ የቀብር ሥነ ሥርዓት በሐዋሳ ቅዱስ ገብርኤል ቤተ ክርስቲያን መስከረም 29 ቀን 2007 ዓ.ም. መፈጸሙንም አስታውቋል፡፡ 

Abstract This dissertation uses Positive Deviance (PD) to understand child marriage by abduction in a community in the Sidama Zone of Ethiopia. Marriage by abduction occurs among the poorest 10% of the Sidama population and entails the kidnapping of girls between the ages of 10 and 14 for forced genital circumcision, rape and marriage. PD is a problem solving approach that mobilizes a community to uncover existing yet unrecognized solutions to solve the specific problem. This study, which entailed an examination of the evolution of marriage norms among the Sidama as well as an analysis of the underpinnings of marriage by abduction, discovered that some community members practice behaviors and strategies that can prevent child marriage by abduction. The results support PD application to this specific form of child marriage as well as the practice as a whole, offering an alternative to traditional behavior change methodology.
