Ethiopia: Country Summary for Ethiopia in HRW's World Report 2018 Ethiopia made little progress in 2017 on much-needed human rights reforms. Instead, it used a prolonged state of emergency, security force abuses, and repressive laws to continue suppressing basic rights and freedoms. The 10-month state of emergency, first declared in October 2016, brought mass arrests, mistreatment in detention, and unreasonable limitations on freedom of assembly, expression, and association. While abusive and overly broad, the state of emergency gave the government a period of relative calm that it could have used to address grievances raised repeatedly by protesters. However, the government did not address the human rights concerns that protesters raised, including the closing of political space, brutality of security forces, and forced displacement. Four prisoners shot and killed in Yirgalem, Southern Ethiopia

Four prisoners were shot and killed on Monday in Yirgalem town, Sidama Zone, Southern Ethiopia. The prisoners were demanding their release saying they had completed their time. Police said they were killed while trying to escape the prison. But the Sidama Liberation Movement (SLM) said that was not the case. Chairman of the Sidama Liberation Movement (SLM), Dr. Million Tumato told ESAT that the demand by the prisoners was to be free as they had completed their sentences. But the response from authorities, he said, was bullets. Dr. Tumato said it was a cold blooded murder. ESAT sources also said they had heard gunfire in the prison this past Monday. Meanwhile, authorities are reportedly rounding up and detaining the youth for what sources said was to stop an impending protest against the regime and lack of job opportunities after they had graduated from colleges.
